Boeing Air Force One Jet Delivery Delayed Again to 2028

Washington, DC, December 14 - The development of the new Air Force One jets, designated as VC-25B and based on the Boeing 747-8 platform, has encountered yet another significant delay. The U.S. Air Force announced that delivery of the first aircraft, originally contracted for 2024 under a $3.9 billion fixed-price agreement with Boeing in 2018, is now projected for mid-2028. This postponement extends the timeline by an additional year from prior estimates and places the program four years behind schedule. The VC-25B aircraft are intended to replace the aging VC-25A fleet, which has served as the presidential transport since 1990.

Challenges contributing to these repeated delays include complex modifications required for advanced secure communications, defense systems, and structural enhancements, such as internal airstairs and electromagnetic pulse protection. Boeing has absorbed substantial financial losses exceeding $2.4 billion on the program due to the fixed-price nature of the contract, compounded by supply chain disruptions, workforce limitations, and technical issues during the conversion of two existing 747-8 airframes. The total cost for the effort has now surpassed $5 billion, reflecting the intricate demands of equipping these jets for presidential operations.

In response to the ongoing setbacks with the primary VC-25B program, the U.S. government has pursued interim solutions to ensure reliable presidential air transport. A Boeing 747-8 previously owned by Qatar was accepted as a gift earlier this year, with modifications assigned to defense contractor L3Harris Technologies to adapt it for temporary use. This approach aims to bridge the gap until the new Air Force One jets become operational.

The prolonged delays underscore the complexities of modernizing the iconic presidential aircraft, known globally as Air Force One when carrying the U.S. president. Boeing has stated that progress continues on the VC-25B modifications, emphasizing a commitment to delivering capable platforms despite the extended timeline. The current fleet will require sustained maintenance to remain mission-ready in the interim.
