In a move welcomed by travelers, the US Department of Transportation (DOT) finalized regulations requiring airlines to be upfront about fees and ensure prompt refunds. These new rules, taking effect after nearly three years in the making, aim to empower passengers and bring more fairness to air travel. One of the key aspects of the regulations is mandatory disclosure of airline fees. Previously, airlines were not obligated to clearly display charges for checked baggage, seat selection, or even basic amenities like onboard Wi-Fi until later stages of the booking process. This often resulted in surprise fees tacked onto the advertised fare, frustrating travelers with unexpected costs.

The new rules require airlines and ticket agents to display all extra service fees alongside the base fare, right from the first instance the fare and schedule information is shown online. This transparency allows passengers to make informed decisions about their travel costs upfront, enabling them to compare airlines more effectively and avoid hidden charges. Another major change is the requirement for airlines to issue prompt cash refunds to passengers in certain scenarios. Previously, the refund process for canceled flights or delayed baggage could be lengthy and cumbersome, often leaving passengers out of pocket.
The new regulations mandate automatic cash refunds for cancellations, significant schedule changes, or delayed baggage delivery exceeding specified timeframes. These timeframes are 12 hours for domestic flights and 15 to 30 hours for international arrivals. Additionally, if passengers experience inoperative services they paid for, such as Wi-Fi that doesn't work, they are entitled to a refund for that specific service. The DOT estimates that these new regulations will save travelers a staggering $543 million annually in excess airline fees. This, along with the streamlined refund process, is expected to significantly improve the air travel experience for millions of passengers.
The move has been applauded by consumer advocates who have long criticized airlines for nickel-and-diming passengers with hidden fees.
